It is located in Apt A6 on the floor just past the dead body.

This is a red herring. It can be used to attack the Fireman while he is stunned from Handgun shots or a charged Shining Trapezohedron pulse, but this only nets Will the Failed clue, and most likely leads to Will dying as the attack doesn't even appear to faze the Fireman. It may even break him out of his stunned state to allow an immediate counterattack.
